It's not about compliance.

And existing Internet governance isn't perfect.

Corporate governance and accountability are being strengthened.

The goal of the past was standardization and compliance.

Look, I'd say you're in compliance.

The end of compliance as an outcome.

Management is great if you want compliance.

We have no global governance.

That's what engagement is. It's different from compliance.

It's not our system of governance.

How can we help improve governance and introduce checks and balances?

So we can use technology for governance.

These places, these origins, represent governance gaps.

So the first one we called compliance, and this one we call elastance.

We are building your house in compliance with your wishes.

Traditional notions of management are great if you want compliance.

And with bad governance historically, over the last 40 years, it hasn't.

We talk about it in terms of engagement, or non compliance.

And so you can see that elastance and compliance are basically just the inverses of one another.

This will help you understand more of the technical, financial, and governance options.

Call it network governance. Call it what you will.

We're not doing that at any scale on governance.

And again, I've looked at that, and it turns out that the critical issue is the level of governance, the initial level of economic governance, when the resource booms accrue.

And near above them are its shades, and its fruit to be picked will be lowered in compliance.

Some of these governance gaps are run by rogue states.

That it wasn't a tightly knit kind of governance structure.

Because there is this asymmetry, which creates, basically, failing governance.

They have to have a much more transparent financial governance.

So in place of curiosity, what we have is a culture of compliance.

But it changes fundamentally our governance and management paradigm, from the current linear, command and control thinking,

With green technology and with investments to alleviate poverty, and global governance, the world can become like this.

And this leads me to the third, and in my view, the most significant shift in development open governance.

So you can now see that the artery has lower compliance than a vein, and higher elastance than a vein.

Several weeks ago Greenland's 60,000 people voted themselves self governance rights from Denmark.

In fact, if you've got good enough governance, there is no resource boom.

The resource curse is entirely confined to countries below a threshold of governance.

We need to understand that the governance structure in the world is fossilized.

They have to have a much more participatory governance in many civil society organizations.
