We can take individuals, we can administer drugs, we can measure the response to drugs, both good and bad, we cannot now try and understand how those drugs work but the specificity of our understanding is ever increasing. For example, we know that environment significantly changes an individual response to a drug, both in terms of its efficacy as well as its toxicity.
