legislative power, and the people who have legislative power are not experimenting with participation.

Social reforms.

The Legislative Assembly, you might remember, a new constitution was created at the end of 1791, and that entailed a new Legislative Assembly.

The Prime Minister proposed administrative reforms.

Everybody is calling for sweeping reforms.

Some of those reforms have been good.

His name was Palo. We were both in the Legislative Youth Programme.

Financial reforms may ameliorate the current economic difficulties.

There are also financial reforms in rural China.

Educational reforms still have a long way to go.

He promised political reforms would be put into practice.

But today, finally, after economic reforms, and economic growth,

Political reforms may ameliorate the living conditions of the poor.

They often lead to the acceleration of much needed reforms.

The premier announced his intention to undertake drastic reforms in parliament.

That's what these reforms are designed to do. They're commonsense measures.

The trouble is that education doesn't go on in the committee rooms of our legislative buildings.

The new government is expected to bring about a good number of administrative reforms.

So there are a lot of reforms we could do that will counteract this.

I believe that the political reforms are a must for China to maintain its growth.

And I'm not talking about the necessary reforms of the United Nations or the G20.

These are two that I strongly recommend, and they list a whole bunch of reforms.

And it's very important to have political reforms, to have widely shared benefits of economic growth.

India has the right institutional conditions for economic growth, whereas China is still struggling with political reforms.

But the sequence of reforms is critical for successful economic development, with economic reforms coming first. When an open and well functioning market system is in place, democracy has a much better chance to lead to lasting prosperity.

And this is possible because civil society joined the companies and joined the government in the analysis of the problem, in the development of remedies, in the implementation of reforms, and then later, in the monitoring of reforms.

But whoever repents after his crime, and reforms, God will accept his repentance. God is Forgiving and Merciful.

Hopefully, five years from now, I'm going to report to TEDGlobal that political reforms will happen in China.

And it seems to me that the reforms might have thrown the baby out with the bath water.
